Temporary Registration and Temporary Enrolment Sections 24 and 28B of the Nurses and Midwives Act 1991 provide that the Board may grant temporary registration or temporary enrolment at its discretion. Temporary registration and enrolment are limited in duration and purpose.
The Board has granted temporary registration to international visitors wanting short-term registration in order to undertake a course or clinical visit. Temporary registration is granted with conditions that do not permit employment or any form of unsupervised practice.
Temporary registration is not suitable for persons who wish to become registered or enrolled and undertake usual practice. Temporary registration is only suitable as a way for short-term international visitors to be able to use the terms "registered nurse", "registered midwife" and "enrolled nurse" without being subject to prosecution for falsely themselves holding out.
In many instances, temporary registration or temporary enrolment is not necessary, unless the visitors will be undertaking activities or courses that are usually restricted to registered nurses, registered midwives or enrolled nurses and there is a danger that other persons may be deceived. International visitors may frequently undertake courses and observational visits etc. without registration or enrolment as long as patients, visitors, other staff etc. are all aware that the visitor is not registered or enrolled. For example, visitors in clinical settings usually do not wear regular staff uniforms and may wear clearly legible badges stating "VISITOR" or "OBSERVER". In such cases, there may be no need for temporary registration or enrolment.
Temporary registration does NOT provide a pathway for unregistered people to become registered.
Whether or not a visitor has been granted temporary registration or enrolment, the host organisation must provide supervision to ensure that patient safety is protected.

Board Policies regarding Temporary Registration
|
Temporary registration is available for purposes including further studies in nursing, clinical experience programs, and study tours.
Nurses who would be required by the Board to complete an assessment to demonstrate competence and safe practice prior to being eligible for registration as a nurse in New South Wales, but who are not able to do so before undertaking an education experience such as those listed above, may make application to the Board for consideration for temporary registration to be granted.
Subject to any special conditions which the Board may apply, and as set down under the Nurses and Midwives Act 1991, the following general policies are provided for your information:

the granting of temporary registration does not permit the holder to practise independently as a registered nurse or registered midwife, nor to take responsibility for the planning and provision of nursing or midwifery care |

• |
nurses and midwives gaining temporary registration may not require the continuous level of supervision as students |
|
• |
the person responsible for the program being undertaken would be required to ensure that the nurse or midwife is achieving the objectives of the course and had access to a resource person at all times |
|
• |
temporary registration is granted only for the specified purpose and for a period not exceeding 12 months. Persons undertaking courses in excess of one year are required to re-apply to renew for a further period, not exceeding 12 months |
|
• |
the period of temporary registration would be in accordance with the completion date of the program, and may be cancelled if the person fails or discontinues the program for any reason. Temporary registration may be cancelled at any time or if the person fails to comply with the conditions under which the temporary registration was granted |
|
• |
satisfactory completion of the program does not entitle the nurse or midwife to full registration. The usual requirements would still apply |
|
• |
institutions supporting applicants for temporary registration are required to advise the Board immediately if any person granted temporary registration fails or discontinues the program, or demonstrates unsafe practice. | The granting of temporary registration and the conditions under which temporary registration may be granted is considered on an individual basis and applicants are required to:-

supply the documents listed in regard to applications for registration; see Am I Eligible?

ii |
provide documentary evidence from the education/health institution to be attended, regarding the following: · the institution's support for the application · the purpose for which temporary registration is required · dates for commencement and completion · confirmation that the applicant has English language skills at a level adequate for the purpose of the activity for which temporary registration is sought. | It is strongly suggested that applicants for temporary registration check the Am I Eligible? section of this website and, if eligible, submit the required documents at least three months prior to planned travel to Australia in order to be advised regarding eligibility for temporary registration.
The application forms for temporary registration may be downloaded if you complete the questions in the Am I Eligible? section One of the requirements is personal attendance in New South Wales to establish identity. If your visit to New South Wales does not include Sydney, then arrangements may be made for identity to be confirmed elsewhere in the State if you provide prior advice of this.
